Mystery 916 Showa fork washer

Help! Does anyone recognise the washer at the bottom of the photo? The washer fell to the ground while I was changing fork seals in the 916 Showa forks, I think from the inside of the fork tube but I’m not sure as I can’t see it in the Haynes parts diagram. If I slide it back into the fork over the damper rod it will just slide past it (almost exact fit) and rest at the bottom of the fork tube but is smaller than the fork tube internal diameter so looks a bit odd. It might be a random washer that’s just fallen off my workbench which is where my doubt lies… I didnt see this one come out of the other fork. Any knowledge appreciated!

Someone on a facebook group suggested it was a bicycle headset part, this could be viable as I have lots of bicycle parts in the garage and maybe it was tucked under my vice before falling doen. It would be good if any experts from here could verify it isn’t a Ducati part though.
 
Thanks Nelly. I did wonder as the suspension on bikes is often over looked, just how many had ever had forks apart to service them, I know it's a job I'd never done
