Apparently they're optional and they're not phasing out the card licenses. For how long??

A bit like the promise of the Labour government insisted by the end of 2003, the Dartford Crossing would be free of toll charges. However, two years later it became clear the government had backtracked out of the initial agreement prompting significant backlash.
