Aye, I believe if you dial 112, even if you don't have a signal from your provider, your phone will scan all available networks as its an emergency

999 works from mobiles as I have done to get services to a couple of accidents. But if you're ringing from a landline there's a fair chance you know where you are anyway.
911 also works and diverts to 999.
I'd never heard of the 112 number until today.
I was suggesting it should be used if you're not sure of your location, like on a moorland road etc.
